Managing Partner
Glenn Page brings more than 30 years of Foreign-Trade Zone experience through his work with U.S. Customs and Border Protection. He has advised manufacturers, distributors, and warehouse operators on FTZ operations, implementation, and compliance.
During his time with Customs, Glenn worked with the New Hampshire Division of Economic Development and supervised Foreign-Trade Zone 81 in Portsmouth, New Hampshire, overseeing activity, production, documentation, and compliance.
Glenn’s experience gives clients practical insight into how Foreign-Trade Zone procedures work in the real world.
David Trumbull
Senior FTZ Consultant
David Trumbull has more than 20 years of experience helping U.S. manufacturers reduce costs and improve competitiveness through strategic use of U.S. Customs regulations, particularly Foreign-Trade Zone procedures.
He has filed FTZ applications for numerous clients and has testified as an expert witness before the Foreign-Trade Zones Board in Washington, D.C. David is also a Licensed Customs Broker with deep expertise in the Harmonized Tariff Schedule.
From 2007 to 2013, he served as an official advisor on manufacturing trade policy to the administrations of Presidents George W. Bush and Barack Obama.
Bill Tonti
Semiconductor & Technology Advisor
Bill Tonti adds deep semiconductor and advanced technology experience to the team. He retired from IBM in 2009 after more than 30 years of service as lead semiconductor technologist. He holds a BSEE from Northeastern University, an MSEE and Ph.D. from UVM, and an MBA from Saint Michael’s College.
Dr. Tonti holds more than 295 issued patents, has been recognized as an IBM Master Inventor, and is a Fellow of the IEEE. His 250th patent was transcribed into the U.S. Congressional Record.
His background strengthens the firm’s ability to support semiconductor and technology-driven businesses where trade strategy and product complexity intersect.
